When the Tender Excludes Your Only Option

A municipal institution in Central Hungary issued a security system tender with procurement rules that explicitly excluded several major camera brands on national security grounds, leaving the facilities team unsure whether any qualifying vendor could actually deliver on schedule.

Two integrators who submitted proposals had built their entire standard offering around exactly the brands the tender excluded, and both quietly asked for an exception or a delay to source compliant alternatives, turning a straightforward equipment upgrade into a procurement crisis with a deadline the institution couldn't move. The facilities director had already been through one round of this on a previous project and didn't want to repeat it. This time she asked bidders directly whether their standard hardware was already compliant, rather than something they'd need to scramble to source.
